VEH CD-SUSPENSION-CAUSED DEATH- Synopsis As Introduced Amends
the Illinois Vehicle Code. Provides that the Secretary of State shall
immediately revoke (rather than may, within 6 months of the date of
conviction or one year of the date of the accident, revoke or
suspend) the driving privileges of any person who has been convicted
of an offense that involved the unlawful operation of a motor vehicle
and caused or contributed to an accident resulting in the death of

VEH CD-HEADLIGHTS ALWAYS ON- Synopsis As Introduced Amends the
Illinois Vehicle Code. Requires the use of head lamps or daytime
running lights at all times when a motor vehicle is operated upon any
highway in this State, rather than just requiring the use of head
lamps when certain atmospheric or daylight conditions are present.
Provides that motor driven cycles and motorized pedalcycles are
subject to the same lighted lamp requirements that currently only
apply to motorcycles. Provides that law enforcement agencies acting
in their official capacity are exempt from the provisions requiring
the use of daytime running lamps or head lamps. Effective

- VEH CD-MILITARY PLATES-NO FEES-Synopsis As Introduced Amends
the Illinois Vehicle Code. Deletes language requiring the payment of
fees, in addition to the to the applicable registration fee, for
Korean War Veteran, U.S. Veteran, Vietnam Veteran, World War II
Veteran, Army Combat Veteran, and U.S. Army Veteran special license

- VEH CD-DRUG TESTING - Synopsis As Introduced Amends the
Illinois Vehicle Code. Provides that the Secretary of State may
conduct random drug testing of applicants for instruction permits who
are under the age of 18. Provides that the Secretary may not issue a
permit to an applicant who tested positive for the presence of any
controlled substance or cannabis. Provides that a person who tests
positive for any controlled substance or cannabis must be found to be
free of controlled substances and cannabis before he or she may
receive an instruction permit. Provides that the Secretary of State
shall adopt rules for implementing the new provision and shall
prescribe an additional fee, to be added to the fees charged for the
issuance of a first-time driver's license, to cover the cost of the
testing.

- VEH CD-ELECTRONIC COMM DEVICES -
- Synopsis As Introduced Amends the Illinois Vehicle Code.
Provides that a person may not operate a motor vehicle on a roadway
while using an electronic communication device (rather than only
prohibiting the composing, sending, or reading of electronic messages
while operating a vehicle) unless the electronic communication device
is used in hands-free or voice-activated mode or one of 5 other
limited exceptions apply. Effective January 1, 2011 House
